Strategy
As a 1-cost off-class card generator, it's strong in any deck that uses off-class card effects like 
Vendetta and 
Tess Greymane.
Dragon's Hoard is generally superior to 
Pilfer since it Discovers a card instead of giving a random one and arguably better than Hallucinate due to a smaller range of cards with the results on average being better than from a pool of every card from a class. It also has the advantage in matchups against another Rogue, since it always generates non-Rogue cards.
